Repairing rust or a rust hole on metal without welding requires a material that bonds and is as strong as metal. Two-part epoxies are designed for this purpose and when applied to a clean surface, the final repair will be undetectable after painting.

You cannot use just any epoxy to create a permanent repair on metal. It must be made of particles of the metal that you repairing. For example, if you use a standard epoxy on stainless steel, the epoxy eventually will rust and compromise the repair.
